This photo was unpublished (as most of this photo archive in source) until around 2012. This photo is part of a photo archive of almost 6000 glass plate negatives, who author of the vast majority of photos] is Domingos Alves Machado who died in 1958 and has the author that is clearly identified in the source (reimaginar.muralha.org) and is the photographer Domingos Alves Machado who died in 1957 ans was a photographer and the owner of the photo studio from where this archive originated.

 Keep a simple change of license to {{PD-AR-Photo}} / {{PD-US-expired}} would be enough. Alem died in 1896 so the image is clearly public domain in both countries, apart of being valuable as an historic portrait of one of the most notable politicians of the XIX century in Argentina. Jeu de société datant de 1962 et tombé aujourd'hui dans le domaine public (plus de 30 ans). but a work being "more than 30 years old" (or even 61 years as is the case here) doesn't seem to be a relevant public domain criteria for France. {{PD-France}} has anonymous/collective works at 70.
