Keep. I think this probably falls below the threshold of originality in Canada, which trends towards the US in its threshold of originality. The shapes are a single color. A page on the history of the Rivière-du-Loup flag stated that this iteration is several rectangles and a wave. I think these would qualify as relatively simple shapes. By statute, all documents created by the Legislative Policy and Research Office are for usage by the legislative assembly and are therefore public documents. Keep. I would say that an outline of a legislatively defined senate district is not sufficiently creative to attract copyright above and beyond the already free Open Street Map. Per COM:Vietnam, these Vietnamese logos / diplomas, as works of applied art, would be in the PD in Vietnam 75 years after first publication. I guess none of them are that old (the organisation using the shield-like logo was founded in 1955 apparently), and even if some are, they would be still protected in the US per the URAA. So it would only be possible to keep works that are shown to have been first published over 95 years ago, else the files should be deleted.

PS: If File:Emblem of Committee for solidarity of Vietnamese Catholics.png is originally from before 1960, it would probably in the PD in Vietnam because of a shorter 50 year term for works of applied art before the term was extended to 75 years in 2010. While I believe in the added value of having more than one image representing a subject, I do not think quantity has to prevail over quality. In this case, the image has serious quality issues; it has high loss due to JPEG compression, high amount of noise, distracting background lights and unbalanced composition, with the face of the radio host seemingly protruding from the subject's face.

This image does not comply with all of the conditions to fit Commons scope. Yes, it's a free image depicting the subject, but is it realistically useful for an educational purpose? Its depleted quality disqualifies it for any realistic use. It has been replaced on the projects by the non-perfect yet way less blurry one. This is a textbook example, cited on COM:EDUSE : "Files that add nothing educationally distinct to the collection of images we already hold covering the same subject, especially if they are of poor or mediocre quality". I would add that the subject is not rare nor hard-to-find; she is a living person, nay a B-list celebrity in Canada. There are and will be photograph opportunities.

I went back and looked at the other one and I changed my mind. It's honestly not much better. They are both adequate images that work best at web resolution, and that's perfectly fine. When we have this few images of a notable subject, I don't think we should have to justify wanting to keep more than one. Unless the image is in some way demeaning to the subject, violating the privacy of the subject, or of such low quality to truly be unusable, the more the better. I will add that the association with La soirée est encore jeune means that this image shows the subject at work in a way that the other image doesn't. This "insignia" consists of several elements, however, each element is either a simple geometric shape or text. The insignia consists of:

A five-pointed star, which is a geometric shape
A Sunburst in a geometric style
A flag/banner in a simple shape
A simplified version of a pike
The text C Y M and another 5-pointed star
In the negative space of the top star, a hammer and sickle in a simplified style

The only contentious parts of this insignia are the simplified shapes of the hammer and pike. The sickle is actually also geometric in shape. Can anyone demonstrate that these are above Irish TOO? Actually, in the examples above, there're also no active copyright claims by third party contractors; they just cite broader evidence that the US military does sometimes contract out its portrait photography, and that those contractors do retain their copyrights. At the third discussion listed above, Richard Arthur Norton (1958- ) (talk · contribs) agreed with deletion, saying, "enough evidence has been presented that the DOD has lapsed in contractually obliging an outside vendor to turn over the copyright to official DOD images." Keep, I used the Medium photo because it was the highest quality version I could find (I would note that it is considered "generally unreliable" but is not "deprecated" on the Wikipedia Reliable sources/Perennial sources list), however, it is also found in other sources as well (which I address below). I am not as familiar with Wikimedia Commons guidelines as I am with the Wikipedia guidelines, but I was not under the assumption that content from Wikimedia must be sourced from a "reliable source." Much of the media on Commons involves "own work", which is not a reliable source on Wikipedia and would be removable under guidelines such as "original research". While I cannot find any source for the photo that is listed on the perineal reliable sources list on Wikipedia, there are several other sources that use and support the claim that this is a photo of Shawn Nelson. Including [4], [5], and another "generally unreliable", but not "deprecated" source, Find-A-Grave[6]. I would also note that the current picture used in the article (which you added in 2023) is based on a cropped high school yearbook, without establishing the listed source, "Martha Clark & Diana Garner," as reliable sources, nor is there a reliable source that identifies the Shawn Nelson listed in the photo as the Shawn Nelson associated with the 1995 San Diego tank rampage.
On the issue of copyright, the assumption that a contractor has unlimited copyright over the images they produce under a US government contract is not a forgone conclusion. Works produced by contractors for the federal government, including DOD, have caveats. For example, as of 2016, "The Department of Defense (DoD) is guided by the Defense Federal Acquisition Regulation Supplement (DFARS) Subpart 227.71 and Part 211 and Part 252 provisions that affect the ownership of copyright for works created under contract. DFARS Subpart 227.72 provides the copyright guidance for DoD (FAR 27.400). The DFARS recognizes that the contractor owns the copyright for works created under contract (DFARS 227.7103-9, DFARS 252.227-7013-4). If a special clause is inserted into a contract (DFARS 252.227-7020), the contractor must assign the copyright to the Government." [7]
Assuming for the sake of argument that this type of photograph contracted by DOD can be copyrighted, it appears all of the following must be true for this image (which was taken sometime between 1978 and 1980, the years Nelson served) to be currently protected under copyright: there would have had to be a contractor taking these types of photos between 1978 and 1980, said contractor must have taken this photo, the contract language and regulations at the time allowed for copyrighting of the photo, and said contractor must have filed a copyright on said photo within 5 years. None of the above has been established for the photo in question. If you would like to change the copyright template to Template:PD-US-1978-89, I would not object.
Finally, if we are going to claim that photos like this one are copyrighted based on the reasoning presented, then it would allow for a mass removal of many of the images in the Category:Official portrait photographs of the United States Army, Category:Official portrait photographs of the United States Marine Corps, Category:Official portrait photographs of the United States Navy, and Category:Official portrait photographs of the United States Air Force. I wasn't suggesting that there's a codified prohibition against Medium's blogs or Mr. Berkey as Commons-acceptable sources, but just that they're not generically-reliable, and that they don't even attribute the photo to the US military at all (nor do the equally-impeachable Mankine, Adrian, and J S Larrison). I feel, given the totality of the circumstances, that the photo is clearly a photo of Shawn Nelson. When one takes into account that numerous sources have claimed that it is him (even if they are not considered reliable per the Wikipedia perennial sources board), but also the plain appearance compared to other reliable sources, even to the source photo you provided, it demonstrates an overwhelming strong likelihood that the photo is indeed Shawn Nelson.

I feel as if you are moving the goal posts a bit on the topic of copyright. Originally, you implied the photo was a "military photo (... training photo)" and that it was possibly taken by a contractor, but now you seem to call that into question by stating the sources "don't even attribute the photo to the US military at all." Assuming, for the sake of argument, that it was not taken by a service member, DOD employee, or DOD-approved contractor, then who would have taken the photo and why was it taken? It would be extremely unlikely that Shawn Nelson hired a photographer to photograph himself for the photo in question (what appears to be a military photo), and even assuming he did, depending on how he negotiated those rights to the photo, I think it would likely still be considered published between 1978 and 1989, and there is no evidence he ever applied for copyright protection for the photo (unless you claim that he commissioned a military-style photo of himself in uniform over nine years after leaving the military). By far the most likely conclusion is that it is, in fact, a military photo taken from 1978–1980. Per the previously cited deletion discussions, assuming that it was in fact a contractor who took the picture instead of a service-member or DOD employee (and that is a big assumption), it was almost certainly being distributed and/or sold, or at a minimum, being offered for distribution and/or sale. Even if the picture was never actually sold or distributed, it would appear that a mere offer would likely be enough to constitute publication. The Air Force representative you cited in File:Monica Elfriede Witt in uniform.jpg discussion even used the term "distributed": "These photographs sometimes are filed in the records of the unit but oftentimes they are just distributed to the individual members with no permanent copy kept."
