All images bearing the insignia of a Ukrainian military unit automatically fall into the Ukrainian public domain due to the presence of this insignia. Numerous times, Wikimedia users have requested the removal of images that are in the Ukrainian public domain, citing an invalid license, because these users are not familiar with Ukrainian law. In Ukraine, if you take a non-artistic image of military equipment, this image is in the public domain, whether it is signed by its photographer or not.
I believe that all these unfounded requests for the removal of images from the Ukrainian public domain related to the war in Ukraine are more aimed at disinforming the public than defending copyright.
I’m not going to spend my evening checking all the files proposed for deletion, but this one: File:UA 14th brigade Feb 2022 01.jpg clearly bears the insignia of its regiment, irrefutable proof that it belongs to the Ukrainian public domain, as indicated by the license on its page.
Not being a Wikipedia administrator, I can’t do much, but it’s time for an administrator to clean up all these unfounded deletion requests, even if they are slipped in the middle of founded requests
The last time I intervened on a deletion request, there was a vote for (the requester’s) a vote against (mine) and the file from the Ukrainian public domain was deleted, on the grounds that it was not in the public domain.
I hope that an administrator will place the files of the Ukrainian public domain, at least all those bearing the insignia of a Ukrainian military unit under protection to avoid this recurring vandalism under the guise of legality.
I would like to remind you that the subject of the war in Ukraine is a sensitive subject, and that the Russian side is used to turning laws and regulations against the entities from which they emanate
Wikipedia is not in good odor with the Kremlin, and trolls also wreak havoc here, they can’t do it on wikipedia pages because they are too monitored, but they can turn wikipedia rules against Wikipedia by stupidly applying the rules.
I know very well that in the United States, Facebook images are not in the public domain, but here it is about the Ukrainian public domain, and in Ukraine, all military units have a Facebook account, with a soldier in charge of supplying them with news and photos or videos. By Ukrainian law, all these media, bearing the insignia of the military unit belong to the Ukrainian public domain. Regardless of what the Russians or their followers say.”

Can you show this law to us? You know that PD depends on ukranian laws Template:PD-UA-exempt Commons:Copyright rules by territory/Ukraine. Kursant504 (talk) 10:16, 1 February 2024 (UTC)Reply[reply]
Law of Ukraine on Copyright and Related rights
article 10 paragraph d
The worst part is that all it takes is reading the information on the pages of all these media to see that they indeed come from the official accounts of the Ukrainian military units, and they all have the template {{mil.gov.ua}}.
Where is the problem? These are media, published by the Ukrainian Ministry of Defense, referenced on Common as such, with the correct template: What more is needed? The handwritten signature of President Zelenski?
Or do you dispute the fact that in Ukraine, each military unit has a Facebook account? Maybe we should write a Wikipedia article to convince you?
You are Russian, does that make you an expert in Ukrainian law? Or are you defending Russia’s interests on Wikipedia by erasing everything that could inform the public about the war in Ukraine? Or should we, on Wikipedia too, only talk about “special operations” and not broadcast anything about this war?
Your quality as a Russian, and your determination, during the Russo-Ukrainian war, to want to remove media from the Ukrainian military public domain from Commons, seem suspicious to me.
Christian28TMA (talk) 22:09, 1 February 2024 (UTC)Reply[reply]
All images bearing the insignia of a Ukrainian military unit automatically fall into the Ukrainian public domain due to the presence of this insignia." is very easy to rebut and is an absurd idea.
While the logo patches of Ukrainian military units are themselves public domain, photos with an Ukrainian military insignia in the photo are not inherently public domain. Ukrainian copyright law is not like the US where all government photos are public domain, and if I took a photo of the copyrighted Jonathan Downing painting while a person wearing a Ukrainian military uniform with a Ukrainian military logo patch was in the frame of the photo or standing in front of the painting, that photo would certainly not be allowed on Commons! Ukrainians that want all photos made by the Ukrainian government to be free should ask their government to change their copyright laws, or ask for releases from the individual military units. But Ukrainian military photos are not inherently free, just like Russian military photos are not inherently free, no matter how much anyone may want them to be free. If they were, the government websites would say "public domain" not various different creative commons licences. PD-UA-exempt is for official government documents like text of statutes, court transcripts, postage, stamps currency - much like PD-RU-exempt - but it absolutely does not cover still photos and videos.Kursant504 (talk) 04:20, 2 February 2024 (UTC)Reply[reply]
About "article 10 paragraph d" - "...it applies only to signs and symbols, not photographic or audiovisual works..." not for works and fotos with them. ( Commons:Deletion requests/Files from "PD UA Military"). Also it is easy to see that this logos has added on photo after it was made. You really think that if I will get an ukranian military patch and put it in a foto of non-free subject at "photoshop" - it will stay free? Really?Kursant504 (talk) 04:28, 2 February 2024 (UTC)Reply[reply]
And if you will check - I upload a files under correct ukranian PD licenses, I had fixed licenses on some ukr-files to correct and I also delete unfree russian military fotos and fotos with fake "mil.ru"-license. It is easy to check. Therefore, your claims are groundless.Kursant504 (talk) 04:32, 2 February 2024 (UTC)Reply[reply]
I can turn your fallacious argument back on you: according to your reasoning, it would be enough for you to copy an image from the Ukrainian public domain that you would capture on one of the official accounts of the Ukrainian Ministry of Defense to claim copyright for your benefit.
It is possible that Russian law works this way, I don’t know, but not Ukrainian law, nor American law: If an image has been published without copyright because it belongs to the public domain, it is definitively in the public domain, even if it is subsequently published by another media. And no one has the right to claim copyright.
The insignia of Ukrainian military units are definitively in the Ukrainian public domain, as are the media issued by the Ukrainian Ministry of Defense.
All the media for which you have requested deletion on this page were copied to an official account of the Ukrainian Ministry of Defense (on the social network Facebook), this was clearly indicated by the Wikipedian who uploaded them to Commons.
All the media for which you have requested deletion on this page have the correct license, namely {{mil.gov.ua}}.
The fact that these media from the Ukrainian public domain created by the Ukrainian Ministry of Defense or a Ukrainian soldier were copied to Facebook does not make them subject to copyright.
There is no obligation, when reproducing a media from the Ukrainian public domain on a social network, to mention that it belongs to the public domain, on the other hand, it is forbidden to claim copyright for oneself or for a third party.
What bothers me is that all the media for which you request deletion on this page are media from the Ukrainian public domain, correctly uploaded, and for which there is no ambiguity: they are all media from the Ukrainian public domain.
I note that all your deletion requests, except for the photo of Joseph Stalin, on your last 50 contributions, concern media from the Ukrainian public domain published by an organ of the Ukrainian Ministry of Defense and related to the war your country is waging against Ukraine. This is at least disturbing, and I am more than suspicious of your motivations.
I fully understand your Russian patriotism, it is quite legitimate for a Russian to be patriotic. But on Wikipedia, we must be neutral, and you are not. You do not have, on Wikipedia, to take the side of Russia, any more than that of Ukraine. And you do not have to invent a copyright on a media from the Ukrainian public domain on the pretext that it was copied to an official account of the Ukrainian Ministry of Defense on Facebook.
You also do not have to claim, for yourself or for a third party, a copyright on a Ukrainian military unit insignia.
In summary, all the media for which you request deletion on this page were published by the Ukrainian Ministry of Defense, as evidenced by their presence on the Facebook accounts belonging to the Ukrainian Ministry of Defense, they were correctly labeled by the template {{mil.gov.ua}} and there is no reason to delete them from Commons, even if it would please the Russian Army.
Christian28TMA (talk) 10:15, 2 February 2024 (UTC)Reply[reply]
I'm sorry, but now I clearly see that you don't understand anything about copyright protection and PD... Kursant504 (talk) 10:44, 2 February 2024 (UTC)Reply[reply]
I’m sorry, but when a media belongs to the “public domain” it is very easy, except for you apparently, to understand that there can be no copyright applicable to this media, even if it has been reproduced later by another broadcaster.
For you, when an image is in the Ukrainian public domain, from what moment can any copyright be applied to it?
Which words do you not understand in “Ukrainian public domain”?
If you are not sure about a license on a file from the Ukrainian public domain, add the {{license review}} template to the media license, and wait for a neutral Wikipedian, whose task it is to verify the licenses of the media, and who is not a national of either Ukraine or Russia, which are currently two countries at war.
All your requests for media deletion on Commons concern media related to the war your country is waging in Ukraine, and all your requests aim to delete images with informative content about this war.
Clearly, you are applying Russian law which does not recognize the legitimacy of Ukrainian law, but we are here on Wikipedia Commons, and Russian law does not apply to Ukrainian media.
I repeat to you once again: all the files for which you have requested deletion on this page are part of the Ukrainian public domain, as is clearly indicated on their license.
I will translate it for you into Russian : Все файлы, удаление которых вы запросили на этой странице, являются частью украинского общественного достояния, как это ясно указано в их лицензии.
I am increasingly doubting your personal neutrality regarding the war your country is waging in Ukraine as I look at your contributions on Wikipedia Commons.

I think you are wrong as per Kursant. Media posted by Ukr MOD on Facebook is not CC unless it is present on their website, just like Russian videos posted on Telegram or VK accounts of Russian MOD are not CC unles present on website. F.Alexsandr (talk) 01:10, 7 February 2024 (UTC)Reply[reply]
I am not an expert on Ukraine, but "photographs are automatically public domain if they contain a military logo" doesn't pass the sniff test for me, and regardless, photographs hosted on Wikimedia Commons must be freely licensed or public domain in the United States as well. If it is from a source that explicitly says it's cc-by-4.0, then that is fine. If we don't have explicitly free license, then we have to delete because we respect the copyright of Ukrainian photographers. And as a Polish-American, I feel for Ukraine, but I cannot be partial in my decisions. Abzeronow (talk) 20:32, 2 February 2024 (UTC)Reply[reply]

Seems to be a not free image. Description says: "Війна в Києві та області в 7 знакових знімках (Колаж РБК-Україна / Getty Images / РБК-Україна / Віталій Носач)" but the article does not specify which photos were taken from the Getty Images. Without this, we have to consider that any photo in the article can be a foto from the Getty Images. Kursant504 (talk) 10:37, 31 January 2024 (UTC)Reply[reply]

I searched through a reverse image search to see if there was an earlier version of this media, I found none with the same framing and the same angle of view even though the event made the headlines on many media
I note on the Wikipedia Commons page of the media that the license is indeed {{Rbc.ua}}{{license review}}. As long as an approved reviewer has not validated or invalidated the media license, there is no need to interfere with the action of image reviewers and to substitute for their action.
Christian28TMA (talk) 11:43, 2 February 2024 (UTC)Reply[reply]
The template says: "This file was downloaded from the site rbc.ua. Note: This licence applies only own images except images gathered from news agencies or image services like Getty Images." Kursant504 (talk) 15:11, 2 February 2024 (UTC)Reply[reply]
This image is not accessible on Getty Images, nor on any other platforms.
This image was captured by an employee of the RBC-Ukraine agency under the Creative Commons Attribution 4.0 International license, as is explicitly indicated on the media at the bottom of the page where it was published.
A reverse image search unambiguously demonstrates that it was indeed the RBC-Ukraine agency that first disseminated it.
This image was subsequently uploaded to Wikipedia Commons, there is no other publication of this image to date (2024/02/03), whether on Getty Images or elsewhere.
Under no circumstances can Getty Images claim the paternity of this image which belongs to the RBC-Ukraine agency and which has never been published on any site owned by Getty Images.
I kindly ask you to read the mentions inscribed on the media before contesting their veracity to delete the work of an internet user.
I remind you of your duty of neutrality when you contribute to Wikipedia. Your obstinacy in wanting to delete from Wikipedia anything that can inform internet users about the reality of the war and the war crimes that your country, Russia, is committing in Ukraine, is clearly not a neutral attitude.
To maintain a neutral attitude, I suggest you not get involved in a subject for which, manifestly, you take sides for your country. Focus on Russian copyright laws, that’s your field, and stay neutral on Wikipedia.
Christian28TMA (talk) 11:36, 3 February 2024 (UTC)Reply[reply]
Why should anyone even care at all about your opinions on copyright since you think that all images containing a military logo are inherently public domain? Unlike you who doesn't care about copyright at all, Getty images doesn't play around with copyright and frequently sues people for use of their photos. My nationality is not relevant here and your ad hominem attacks show that you have no real arguments besides making up rules as you go. How many times do I have to say this, the political value of a photo is irrelevant to the copyright status of the photo? Let's try that logic the other way around: What would you think if a Stalinist editor protested against my deletion nomination of the photo of Stalin taken by Fyodor Kislov that I just nominated for deletion on the grounds that they felt like it was "erasing" Stalin from history and claiming that Russian copyrights aren't real? Would you support that argument? I doubt it. Kursant504 (talk) 09:29, 5 February 2024 (UTC)Reply[reply]
Comment @Kursant504: « any photo in the article can be a foto from the Getty Images » is not really a valid argument. It's easy to check on Getty if the image is there or not. I had a look and didn't find it (plus, I saw that this image does not fit the style or other images on the same place at the same time on Getty, unlike https://www.rbc.ua/static/ckef2/img/imgonline_com_ua_resize_bfkgza6gkuacx.jpg on the same articles which is clearly from Getty).
That said, the situation is confusing. Someone should write to rbc.ua and/or the article's author Vitaliy Nosach to have more information on who is the real author of the picture.
Cheers, VIGNERON (talk) 09:29, 4 February 2024 (UTC)Reply[reply]
Uploader must show us that this is a free photo COM:EVID, not we must do that and search this foto on the Getty Images or at other rbc-articles. Kursant504 (talk) 09:32, 5 February 2024 (UTC)Reply[reply]
@Kursant504: The uploader has an obligation to provide the correct license: he did it. He has an obligation to provide the site where he found it: he did it. The site where he downloaded the photo clearly and unequivocally states that this photo was taken by one of the employees of the site's owning company, and that this photo is published under the copyright status: Creative Commons Attribution 4.0 International.
Consequently, there was no reason to search on Getty Image.
However, because of your false accusations, I did a reverse image search on the internet, both on Cyrillic sites and on Latin character sites: this photo does not appear on any other site, despite the importance of the war crime committed, all other photos of this event were taken from a different angle, and from a different point of view, with a different framing.
Wikipedia is a collaborative site, there is nothing in the Wikipedia statutes that prohibits several Wikipedians from collaborating on the same page, it is even the raison d'être of Wikipedia.
But anyway, there is nothing in this photo that would justify an in-depth search like the one I did because of your false and slanderous accusations.
This photo was taken by an employee of RBC-Ukraine, it was published under the Creative Commons Attribution 4.0 International license as clearly indicated on the publication page of this photo, and the license is clearly indicated on Wikipedia.
On the other hand, this upload carries the template {{license review}} which stipulates that a reviewer must verify the validity of the License, reviewers must have been approved by the community: You are not, Kursant504, a reviewer approved by the community and you do not pulling the rug out from under your feet of the reviewers by requesting the deletion of this upload before they have had time to do their checks.
If a reviewer approved by the community discovers that what is written on the RBC-Ukraine site is not reality, it is up to this reviewer to decide, either to delete this media, or to affix the correct license, or to leave it as is.
If you are looking for an image reviewer, I suggest you address a competent person, who will be able, in less than a minute to go to the RBC-Ukraine site, read the mention at the bottom of the page, and do a reverse image search to see that this image does indeed belong to RBC-Ukraine, and that it was indeed published under the Creative Commons Attribution 4.0 International license.

File:Arrested Medvedchuk.jpg[edit]

Probably a not free image. It is doubtful that the photo with the SBU copyright was taken by rbk.ua employees. You need to give a link to the page (not a link to the photo itself) where this photo was published and indicated that the author is an employee of rbk.ua COM:EVID. Kursant504 (talk) 10:41, 31 January 2024 (UTC)Reply[reply]

This photo of Viktor Medvedtchouk was first broadcast by the SBU on April 12, 2022, it is credited by the Ukrainian security service as clearly stipulated by the news media that broadcast it on the internet on this page: Courrier international - Le kremlin ne compte pas échanger Viktor Medvedtchouk
That being said, I cannot comment on the legality of broadcasting this photo, not because of copyright (Ukrainian public domain) but because it represents a living person in handcuffs, which is prohibited in many countries. Personally, I would be more comfortable if this photo was cropped so as not to show the handcuffed hands.

As with Commons:Deletion requests/File:UK Anti Bush visit protest.jpg, I don't believe this objection applies in this case. Protest placards are intended to be photographed and the standard Socialist Worker license, then and now, is "© Socialist Worker (unless otherwise stated). You may republish if you include an active link to the original." Because this is from 2008 the original is not available but we can include that wording and link to socialistworker.co.uk to satisfy that condition. •  Comment The only potentially DW element I see is the photo on George W Bush on one of the placards. If that photo is determined to be a problem, perhaps we can request Graphics Lab replace it with one of the many public domain photos of Mr Bush (eg perhaps one of these Category:Official portraits of George W. Bush); I think this would be preferable to deletion since the image is in use in multiple projects. -- Infrogmation of New Orleans (talk) 17:33, 31 January 2024 (UTC)Reply[reply]

Out of scope: incomprehensible mechanical diagram. Description is both seemingly unrelated to the diagram and chemically inaccurate. Omphalographer (talk) 17:30, 31 January 2024 (UTC)Reply[reply]

No response from OTRS, I prefer to have this picture deleted rapidly since I don't know how to credit the creator of the mural (CitéCréation) properly. Thank you. FranCatt (talk) 17:41, 31 January 2024 (UTC)Reply[reply]

File:The Langfeld Family.pdf[edit]

Out of scope: plain text. Omphalographer (talk) 19:54, 31 January 2024 (UTC)Reply[reply]

The text is a excerpt from the a book in the private collection of the Deppe Family, it was made by an author hired by the Deppe family for the purpose of finding out more about the family. The author investigated the Family and then wrote a book about it, which is now in the private library collection of the Deppe Family. The book is open to the public and can be accessed in person, which is how this scan was attained. The information on the page, is pulled from "Fahne. Chroniken- und Urkundenbücher III" section one of the subtopic "Urkundenbuch des Geschlechts Spade oder spee which is available on this website:
http://digital.ub.uni-duesseldorf.de/ihd/content/pageview/7281926
Other information was sourced from this website:
http://www.maiss-mueller.de/schloesserundherrensitze/wachtendonk/haus-langenfeld/index.html
Furthermore, the author had access to a vast and detailed family tree on ancestry. However, this is family tree is not open to the public. This information attained on this comment stems from my personal connection to the author (Carolina Marques). Natascha.Stone (talk) 21:34, 1 February 2024 (UTC)Reply[reply]
